I dont know exactly what that means, but it sounds like the either the software itself cant open or the software is not able to connect to the data file. For the software not opening, a uninstall and reinstall would clear this up.
If its a situation where the software is opening, but it is not able to connect to the file, then something is stopping Point of Sale from being able to do this. This could do to security restrictions such as a firewall or if security to a Windows user was changed as a couple examples.
